What do you think is the first thing that you should do when you have to solve an information problem?

The first thing I should do when i need to solve an information problem is do the project. It's almost like you have a tree-house but no way to get up to it. Your tree has no ladder to climb to the top. You have to build the ladder which is the project to solve the problem.
