No, that's not true at all. Rich people may have a better computer, better network, better quality but if a poor person can afford the computer and the requirements to go on the web then they can do just as much as rich people can.
No poor people will not be disadvantaged , actually the internet can help poor people. The internet can help poor people because the internet offers sites where you can find work or something you can do that will make you money.

I say yes because too much time spent on the web can stop you from seeing your friends, it can stop plans made and even stop a friendship. No, because the web offers online communication on sites like Myspace, Facebook, Twitter, etc.

It's educational and fun for them at the same time.
